Nouakchott, Mauritania, September 16, 2026 — The Ministry of Energy and Petroleum and CWP Global, a company specializing in the development of renewable energy projects, today signed the Global Convention for the development of the "AMAN" green hydrogen project.
This agreement establishes the long-term contractual framework governing the project's next phases, alongside its fiscal, economic, and developmental terms.
The signing marks a major step forward for one of the world's largest green hydrogen projects and represents the first Global Convention of its kind signed by Mauritania.
In his address, H.E. Mohamed Ould Khaled, Minister of Energy and Petroleum, stated:
"This agreement reflects the trust international investors place in Mauritania's energy sector and establishes a comprehensive framework for project development. It is a major step toward achieving Mauritania's ambition to become a global hub for renewable energy and green hydrogen."
Mark Crandall, Chairman of CWP Global, remarked:
"This is a historic moment for our company, for Mauritanians, and for the future of the global green molecules industry. We thank the Mauritanian government for its strategic vision. Mauritania is ideally positioned to supply global markets with clean energy. The project has now reached the Front-End Engineering Design (FEED) stage, and we are targeting a Final Investment Decision before 2030."
The energy sector launched the AMAN project in 2020 in collaboration with CWP Global, leveraging Mauritania's vast renewable energy potential and strategic geographic position. This was followed by a Memorandum of Understanding in 2021 and a Framework Agreement in 2022 to lay the foundations of the partnership.
The AMAN project targets an annual production of 1.2 million tonnes of green hydrogen and 6.6 million tonnes of green ammonia to support fertilizer production, food security, and clean fuels. Additionally, it opens new industrial prospects for Mauritania, particularly in green steel manufacturing and the local processing of iron ore.
